Call the police, not animal control.  In New York State, police are mandated to investigate animal cruelty and animal fighting crimes.  It is a popular misconception that one should call animal control for these crimes.  That is not the case in New York State.  CALL THE POLICE AND BE PREPARED TO MAKE A SWORN STATEMENT.  See something, say something.
