Text of the Animal Welfare Act
The Animal Welfare Act was signed into law in 1966. It is the only Federal law in the United States that regulates the treatment of animals in research, exhibition, transport, and by dealers. Other laws, policies, and guidelines may include additional species coverage or specifications for animal care and use, but all refer to the Animal Welfare Act as the minimum acceptable standard.

December 2022: New York Governor Kathy Hochul Signs Cruelty Free Cosmetics Act
Governor Kathy Hochul signed the New York Cruelty Free Cosmetics Act (A.5653B/S.4839B) which prohibits the manufacture and sale of cosmetics in New York State that have been tested on animals. The law takes effect in January 2023, and New York now joins California, Nevada, Illinois, Hawaii, Maryland, Maine, New Jersey, Virginia, and Louisiana on the growing list of states imposing such bans.
April 2022: The Beagle Bills - Youngkin signs multiple animal welfare bills into law.
Virginia Gov. Glenn Youngkin signed into law tighter regulations on the sale of animals for experimental use.

Dubbed the “Beagle Bills,” the latest round of laws was inspired by the repeated animal welfare violations uncovered at a beagle breeding facility in Cumberland, Virginia, late last year.
